Scope of Services

UTILITY COORDINATION PROFESSIONAL SERVICES:

CSJ Engineering Associates will provide project required Key Personnel and necessary staff to perform the following Utility Coordination Professional Services on Texas construction/development projects during the Contract Phase in accordance with criteria established by Project Standards, TxDOT Row Utility Manual, TxDOT Utility Accommodation Rules and applicable municipal codes:

Conduct initial Project Meeting to introduce the Project to Utility Owners
Develop Utility Owner contact and representation matrix.
Conduct Individual Contact Meetings with Utility Owners.
Develop Draft Language for Master Utility Agreements
Coordinate Master Utility Agreements approval with Utility Owners
Acquire Existing Utility Record Information (as built)
Acquire Property Interest Easement Information from Utility Owners
Review Existing Utility Strip Map (SUE by Others)
Conduct Utility Technical Work Group Meeting w/project team
Prepare and Maintain Weekly Utility Tracking Report
Develop Utility Conceptual Plan (Microstation)
Coordinate Conceptual Utility adjustments with project design team
Coordination with other design team members for most cost effective utility conflict resolutions by defining the impacts of each crossing on the project corridor
Assist in project utility plan review and conflict analysis
Conduct Schematic Stage Design (Conceptual Design) Meeting w/Utility Owners
Assist in preparation of PS&E for Utility Adjustments (PS&E by others)
Review Engineer’s Estimate of Probable Utility Construction Costs (Developed by Others).
Input existing & proposed utility adjustments on ROW Maps (Maps Developed by others)
Provide Assistance in Utility Easement Acquisition
Prepare Project Utility Assembly Agreements & Amendments
Prepare Abbreviated Assembly Agreements
Prepare Utility Joint Use Acknowledgements w/exhibits
Prepare Statement of Work for Owner/Developer Managed Adjustments
Prepare Alternate Procedures List
Identify New Utilities
Identify Unidentified Utilities
Report New Utilities to FHWA for the inclusion into the adjustment process
Prepare & Submit Utility Adjustment Assembly to Developer Team
Prepare & Submit Utility Adjustment Assembly to TxDOT or other
Prepare & Submit Utility Adjustment Assembly to Utility Owner
Conduct Progress Group Meetings w/project team members

ELECTRIC, TELECOM & GAS ENGINEERING & DESIGN SCOPE OF SERVICES:

The project description, location and limits are the same for Electric, Telecom & Gas Design Services as described in the Project Utilities Understanding Section above and developed in accordance with criteria established by applicable project standards, Comprehensive Development Agreement (CDA), TxDOT Utility Manual and TxDOT Utility Accommodation Rules.

Utilities Design Professional Services for this project include the components and various submittal requirements as follows:

Creation of Base Document
Develop Utility Design Plan & Profile Sheets
Develop Utility Design General Notes
Develop Utility Design Standards
Develop Utility Design Specifications
Develop Utility Design Cost Estimates
Provide Utility PS&E Submittal
Review Conceptual Utility adjustments with project design team
Coordination with other design team members for most cost effective utility conflict resolutions by defining the impacts of each crossing on the project corridor
Attend Progress Group Meetings w/project team members
Final Delivery of PS&E Documents
Delivery of Project Collected Records

UTILITY CONSTRUCTION OBSERVATION & FIELD VERIFICATION SERVICES:

If requested by the Developer, CSJ Engineering Associates will provide services to monitor, observe, and report all utility construction activities for both Developer Managed and Owner Managed Agreements. CSJ will assist in scheduling and coordination of Owner inspection activities for all Developer Managed Agreements as required by the PUAA. CSJ will assist in coordination of all utility construction staking, as surveyed by others. CSJ will schedule and conduct utility preconstruction meetings, develop agendas and record meeting minutes consistent with the overall project schedule and the final execution of the Utility Assembly. Additionally CSJ Engineering Associates, LLC includes the following services for Utility Construction Observation and Field Verification:

Provide Pre-Construction assistance for Utility Adjustment Construction
Provide assistance for Utility Adjustment Construction
Provide Construction Observation for Utility Installations
Provide Utility Monitoring Reports & Verification of UAR Compliance
Review and recommend monthly Utility Owner pay requests
Review and recommend monthly Utility Construction Contractor pay requests
Review and recommend Material Purchases pay requests
Coordinate Advanced Utility Installation requested by Utility Owners
Coordinate and Review new TxDOT Permits impacting the Project
Coordinate Field Clarification Requests (Utility Design Changes)
Maintain files for Assemblies and Plans related to Assemblies for record purposes
Monitor final close-out and punch list documents for utility adjustments
Easement & Parcel Acquisition Services

CSJ will provide competent utility observation personnel to verify specified materials, observe safety and environmental compliance, and inspect construction activities in conformance with the utility design specifications and project policies. All observation and utility verification activities will be recorded and reported on a daily basis to TxDOT/CTRMA for contract compliance. CSJ will coordinate all utility certified inspections and testing. All Field Change Requests (FCR’s) including both major and minor design changes will be coordinated with TxDOT/CTRMA and recorded in the as-built designs. The final as-built utility documents will be coordinated and provided by CSJ as required.

ADDITIONAL DESIGN & COORDINATION CONTRACT SERVICES:

Additional Utility Design and Coordination Professional Services not identified will be performed by CSJ Engineering Associates, LLC and/or CSJ’s subcontractors at additional lump sum fee provided to Developer Team. Prior to proceeding with any additional work or services by CSJ Engineering Associates, LLC and CSJ’s subcontractors, the Developer Team must issue an authorization to proceed for the additional services with the agreed upon lump sum fee in writing to CSJ Engineering Associates, LLC.

CLIENT PROVIDED CONTRACT SERVICES:

CSJ Engineering Associates realizes the importance of meeting scheduled commitments in a cost effective manner. Due to the aggressive project schedule, and in order to maximize synergy, communication, and teamwork, it will be necessary to co-locate CSJ Utility Design Coordination staff to the Developer’s Office/Facility. In an effort to provide Professional Utility Design Coordination Services for the Project with a minimal cost to the Developer, this Scope of Services and Lump Sum Contract Fee includes Developer providing CSJ Engineering Associates with on-site computers and project software, use of printers and plotters, desk top telephones, miscellaneous office stationery and supplies, supporting documentation and electronic files relative to the CTRMA Project. i.e. existing utility maps, ROW maps, roadway design plans and known utility information, etc.
